Watford paid the price for fielding a weakened side against Stoke City at Vicarage Road as they failed to reach the fourth round after losing 3-1 to the Championship club.
Late goals from Clucas and Tymon after Ashley Fletcher had cancelled out Powell's opener saw the Potters seal passage to the last sixteen.
While Emmanuel Dennis entered the fray in the 80th minute, William Troost-Ekong was a non-playing substitute and Oghenekaro Etebo missed out entirely.
